Government Performance Solutions is organized by experienced former government employees and consultants to fill needs identified by both government agencies and by companies that serve government entities. Our consultants provide services such as sales, marketing and research, process and data analysis, product and service improvements, and special projects, as well as unique services all designed to help government improve processes and services, and to enhance the government customer experience.
Stan Farmer
President, Senior Consultant
Stan has more than 30 years of government leadership, tax, and technology experience. He has a wide range of experience in identifying opportunities for improvement and leading teams to make changes that result in substantial performance improvement. Stan is a strategic planner as well as an expert in process improvements, having led a team that won the Missouri Team Quality Award and championing process improvements within the Department of Revenue that contributed to winning a Missouri Quality Award. He leverages technology to solve business problems resulting in significant improvements outcomes and customer service. He is also experienced in using analytics and behavioral economics to significantly enhance organizational results.
RAY SANDERSON
Senior Consultant
Ray has worked for government and with government for more than 38 years, more than 34 of those with the North Carolina Department of Revenue. The majority of his career was spent managing collection of unpaid tax debts. Ray spent the last portion of his government career as the Assistant Director for Business Intelligence supporting examinations. Since retiring from the State, Ray has been helping government agencies across the U.S. improve their collection performance.
Dave Zanone
Senior Consultant
Dave served 35 years with the Missouri Department of Revenue in various administrative and management roles before. In his final years, Dave served as the Administrator of Collections and Taxpayer Assistance. He led and participated in many process improvement teams including several that won the Missouri Governor’s Award for Quality and Productivity. He holds a MA in Public Policy from the University of Missouri.
Milton Cuevas
Vice-President, Senior Consultant
Milt brings more than 20 years of leadership experience to GPS, including extensive experience in the banking and accounts receivable management industries. Most recently, he served as Deputy Commissioner for Collections for the Indiana Department of Revenue from 2012 to 2016 and as Vice President of Government Client Relations for Transworld Systems Inc. from 2016 to 2017. Milt holds a BA from the University of Mississippi.
Charlie Helms
Senior Consultant
Charlie served more than 26 years with the North Carolina Department of Revenue in various roles before joining Premiere. During his final 11 years Helms served as the Division Director of Tax Compliance and Collections, and Director of Taxpayer Assistance. In addition, he interacted regularly with the state legislature, providing a practical understanding of tax administration and how proposed laws could achieve positive outcomes. He holds a BA from North Carolina State University.
Jeff Hancock
Senior Consultant
Jeffrey is successful at business problem solving with direct responsibility for interpreting and converting business strategy into formulation and execution of information technology strategy. Well-versed in the creative application of strategic technologies and reuse of corporate assets. Jeffrey has extensive experience as a Technical Architect and Director in modernization projects both within State government and in private companies. He excels at client and partner consulting and management practices.
Matthew Donahue
Vice President, Senior Consultant
Matthew served as the Strategic Transformation Initiatives Leader for the Indiana Department of Revenue from 2012 to 2015. Matthew helps client and partners to make a difference by discovering issues that cross organizational boundaries and tie together ideas from all areas of the org chart. He helps teams understand technology and risk management and ensure that change is implemented in ways that are fiscally responsible and understandable to both staff and customers. He believe that change should be a creative source for solutions rather than a source of problems. I never accept “This is how we have always done this” as an answer. Matthew has excelled in: Transformation, Vendor Management, Decision Making, Risk Management, Technology Insertion, and Balancing Assurance with Flexibility.
Tom Morgan, MBA, PMP
Senior Consultant
Tom Morgan is a results-oriented and certified Project Manager and Scrum Master with more than 20 years’ experience developing projects and programs that improve revenue and business outcomes for large and highly complex organizations. Tom is well practiced at identifying business needs and assembling and managing cross-functional teams responsible for designing and implementing effective software solutions to meet those needs. He has particular strength in building relationships and delivering technical solutions that exceed customer expectations and are delivered on time and under budget. Tom holds an MBA from the University of Phoenix, PMP and CSM certification, and is a Six Sigma Green Belt.
Stuart Vos
Senior Consultant, Tax Operations
Stu has more than 34 years with Iowa state government, including 19 years with the Iowa Department of Revenue (IDOR), and 9 years with the Iowa College Student Aid Commission. In his last four years with the IDOR, Stu served as the Executive Deputy Director of the agency. He has extensive experience with state taxation systems and revenue management. Stu holds a BS from Iowa State University.
Bob Dittmer, APR
Senior Consultant
Bob served as Deputy Commissioner of Tax Administration with the Indiana Department of Revenue from 2015 to January 2017 and has more than 45 years of leadership, management, customer service and marketing experience. Bob has served in numerous management positions, including four years as Director of Public Relations for the Indiana Departments of Revenue and Labor prior to his appointment as deputy commissioner. Bob is a retired United States Army officer. He holds a BA from John Carroll University and an MA from Marshall University.
Neal G. Jones
Senior Consultant
Neal’s entire career has entailed serving in and for state governments. He has performed in leadership roles in the tax and revenue space, as well as enterprise resource planning and financial systems.
Beginning as a bill drafter for the State of Missouri Committee on Legislative Research, followed by over 12 years of tax administration with the Missouri Department of Revenue, Neal has been involved in a host of successful government solutions. A particular focus on collections and account resolution led to 25 years of consulting for many states, both in tax and revenue and financial systems implementations.
This wide-ranging experience has resulted in a depth of understanding of government operations that can be instrumental in finding successful solutions.
