One of the most challenging tasks for any government agency – at any level – is the preparation of Requests for Proposals for products or services. These processes and products are not “normal business” activities and government agencies only engage in them occasionally.

Yet as important as these processes – and their outcomes – are to agencies, often the process is government by stringent rules adjudicated by purchasing officials and agencies. Often these complicated processes are barriers to the development of effective RFPs that ensure the requesting agency actually gets the information they need to make good decisions.

The language and details in the RFP (or RFI) are critical to gaining good information – yet agencies do this infrequently, and all too often, use the last RFP as their guide – even if it was not particularly effective or that it might be significantly out of date with today’s needs.
